Staff held detrimental beliefs that students were too far behind to meet the demands of a “AP for All” high school model where all students were expected to pass AP exams.

The high school was a Title 1 school serving students primarily from East Harlem and the Bronx. It had a history of persistent academic failure and low student and staff retention.
